The Pokemon world does have government, which is not seen in the games.

Each region is home to a Prime Minister, an Ambassador, and a Champion. The Prime Minister is in charge of all political actions of the region. The Ambassador is in charge of all political actions that have to do with other regions. The Champion is in charge of all actions dealing with Pokemon.

Each major city of each region has a Mayor, who acts as a Prime Minister for their own city. Small towns are placed under rule of the Mayor of the closest major city.
